In the original Cities Skylines, you would have had to download and install a third-party mod to make money from excess utilities – not in Cities Skylines 2. In Cities Skylines 2, the ability to sell utility is built into the game’s mechanics, and you can now make money from Electricity and Water as long as you build the necessary connections.

How to Sell Excess Utility Cities Skylines 2
You can sell excess utilities (Electricity and Water) by connecting your city’s electric and water lines to ones that run to the end of the map. Creating a connection between your city and a secondary city that lies outside your city’s land area (Outside Connections) lets you export your excess utilities to them as long as you have the supporting infrastructure for each utility.
The export process happens automatically whenever your city generates excess electricity and water. You can check whether your city is generating income from exporting excess utility by clicking the Electricity button or the Water & Sewage button in the tools toolbar.
How to Sell Excess Electricity
To sell excess Electricity in Cities Skylines 2, you must connect your city’s Power Plant to a Transformer Station and then link the Transformer Station to a Power Line that extends to the very end of your city’s tiles. This will allow you to export excess Electricity via Outside Connections.
Select the Power Line option in the Electricity Menu, then create Power Lines that extend to the end of your city. Connect the same Power Line to your city’s Transformer Station so you can export your city’s excess Electricity to the nearest neighboring city.
The Electricity export process happens automatically, which means you don’t have to do anything besides create a connection between your city’s Transformer Station and a Power Line that extends outside the city. You can check whether your city is successfully exporting excess Electricity by bringing up the Electricity button and checking the Electricity Trade section.

How to Sell Excess Water
To sell your city’s excess Water in Cities Skylines 2, you have to build a Water Pipe connection that starts from your city’s Water source and extends to the outer edge of the map. Purchase extra tiles to extend your city beyond its current land area, then make the necessary water pipelines that connect to your city’s water source.
